The Business Compliance Division works in cooperation with other city departments in the issuance of permits and licenses and enforces various state and local codes and ordinances relating to businesses. Inspections are conducted to ensure code compliance and to promote public health, safety, and welfare.
The following are license applications issued by the City of Sacramento as required by the Sacramento Municipal Code. Applications may be downloaded below.
The City of Sacramento has enacted a Tobacco Retailer Licensing
Program requiring a fee of $370 per year for all
individual tobacco retailers within the City of Sacramento. The primary goal of this program
is to decrease the illegal sales of tobacco products to minors in the
City of Sacramento through proactive enforcement activities. City Code
Enforcement staff conducts yearly inspections of all tobacco retailer
establishments, responds to complaints related to tobacco retailers, and
coordinates decoy operations with the Police Department.

After approval of the application, the tobacco retailer license will be issued and mailed to the licensee. Yearly license renewals must be completed 30 days prior to the expiration date and also have a $370 application fee.
Tobacco Retailer License Annual Renewal:
A Tobacco Retailer License fee in the amount of $370 and application are due annually. Current tobacco retailers will be mailed a renewal application and invoice about 60 days prior to license expiration. The fee and renewal application are either mailed or dropped off at the above addresses.

The City of Sacramento encourages the development of arts and culture in Sacramento which provides rich and diverse cultural experiences for the City's residents and its visitors. To ensure that entertainment establishments present such an environment, the City of Sacramento established an entertainment policy. Sacramento City Code Chapter 5.108 ENTERTAINMENT ESTABLISHMENTS is to help entertainment establishments to be held responsible for patron conduct by making provisions for security, crowd control and minimizing disturbances.
Entertainment Permit Process:
Venues that provide on-going entertainment are required to obtain a two-year entertainment permit. To begin the application process for a new or renewal entertainment permit, please complete the forms below. (These files are compatible with Adobe Acrobat 5 and all later versions)

Contact the Code Enforcement Department at (916) 808-8149 to schedule a permit application intake appointment. A $1,428 fee is required for all two-year entertainment permit applications and the two-year renewal fee is $743.
All entertainment permit applicants and managers must be fingerprinted by the Sacramento Police Department. The fingerprinting processing fee is $84 per individual.
If you already have a valid entertainment permit and wish to add/delete managers or change your security company, please complete the Entertainment Permit Manager and Security Listing - Change form. Each new manager is required to complete the above Sacramento Police Department 384 and 950 forms and submit them with the $84 fingerprinting processing fee per new manager to Revenue Services, 915 I Street, First Floor, Sacramento, CA 95814.

Please allow as much time as possible in advance of the event for the processing of a special entertainment permit.
