About Environmental Planning Services
Environmental Planning Services (EPS) is responsible for the environmental analysis of a proposed project, as required by the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).
Capital Improvement/Private/Public Projects
EPS prepares and oversees (either in-house or through private sector contracting) the preparation of all environmental documents, technical studies, and associated permit applications required to comply with CEQA and NEPA prior to project approval by the City. EPS coordinates with all applicable responsible agencies for document preparation, including the project applicant, Caltrans, Department of Fish & Game, U.S. Fish & Wildlife Services, U.S. Army Corp of Engineers, Reclamation District 1000, State Water Resource Control Board, other City Departments and public agencies, and other interested individuals and groups. Documents prepared or overseen include, but are not limited to:
- exemptions and categorical exclusions
- negative declarations
- environmental assessments
- environmental impact reports
- addendums
- supplemental documents
- technical studies
- staff reports
- permit applications required to comply with CEQA
EPS also participates in the selection of consultants approved to prepare environmental review documents within Sacramento.
In-house Technical Assistance & Policy Coordination
EPS oversees and provides quality assurance for exemptions and simple negative declarations prepared by City staff. Other duties include:
- Contact point/information resource for City staff on environmental issues
- Update and maintain the Environmental Section of the internal Planning Applications Manual
- Update formats and templates for environmental documents and notices
- Develop and present training for City staff on a variety of environmental issues and associated requirements
- Ensure compliance with public noticing and posting requirements for all environmental documents prepared by or on behalf of the City
- Provide a clearinghouse for environmental documents from other jurisdictions
- Negotiate with local, regional, state and federal environmental agencies on environmental matters of interest to the City
- Provide environmental information to the public
- Participate in the selection of consultants approved to prepare environmental review documents within Sacramento
