This is only a proposal, however, and City staff is reaching out to present the fee proposal to the community, answer questions, and receive and record any public comment or feedback. April 5, 2004 CITY COUNCIL TO DISCUSS MAINTAINING NIGHTTIME BAN ON SOUNDING; TRAIN HORNS ALONG UNION PACIFIC RAILROAD TRACKS FROM MEADOWVIEW ROAD TO "C" STREET Sacramento's City Council will discuss maintaining the existing ban on sounding train horns along the Union Pacific Railroad tracks from Meadowview Road to "C" Street between the hours of 6:00 p.m. and 7:00 a.m. at its weekly meeting on Tuesday, April 13th at 7:00 p.m. at City Hall (located at 730 "I" Street in Sacramento). A 1989 agreement with Union Pacific Railroad (UPRR) established a train "whistle ban area" along the UPRR tracks from Meadowview Road to C Street, between the hours of 6:00 p.m. and 7:00 a.m. The Federal Railroad Administration (FRA) issued an Interim Final Rule (Rule) on the Use of Locomotive Horns at Highway-Rail Grade Crossings. On April 13th, Sacramento's City Council will consider staff's recommendation to (1) direct staff to provide comments to the FRA on the Rule, and (2) direct staff to apply for a Pre-Rule Quiet Zone on the UPRR line, from Meadowview Road to C Street, between the hours of 6:00 p.m. and 7:00 a.m. Approving these recommendations would help maintain the existing train whistle ban and hours. The City must provide its comments to the FRA by April 19, 2004. Anyone interested in this issue is welcome to attend the Council meeting. Amy Williams, Media and Communications Specialist, 916/808-7523 March 15, 2004 CITY CONSTRUCTS CURB RAMPS ON SUTTERVILLE ROAD STARTING MARCH 17TH; TRAFFIC DELAYS EXPECTED City of Sacramento Department of Public Works crews will be constructing curb ramps, and replacing the sidewalk and gutters on Sutterville Road from Highway 99 to West Pacific Avenue, March 17th through mid-April in preparation for the resurfacing of Sutterville Road. Work will take place during the weekdays and on some weekends from 8:30 a.m. to 4:00 p.m. Some lane closures are expected on the north and south side of Sutterville Road. Three lanes will remain open throughout the curb ramp construction and sidewalk and gutter replacement. The resurfacing of Sutterville Road is estimated to begin in summer, 2004. This work is expected to cause traffic delays and drivers are encouraged to build extra time into their plans or choose alternate routes. All businesses will remain open and access maintained during the curb ramp project. SECTIONS OF STREETS ADJACENT TO CITY HALL TO BE CLOSED; The City of Sacramento's Department of Public Works will close the sections of 9th, 10th, and "I" Streets adjacent to the City Hall Project, located at 915 "I" Street Saturday, March 13 at 7:00 a.m. through Sunday, March 14 at 5:00 p.m. This closure is due to the moving of a large construction crane from 9th to 10th Streets along "I" Street. The crane is being used to erect the exterior panels or "skin" for the new City Hall Administration Building. Approximately 400 panels are being shipped and erected at the City Hall construction site through May, 2004. Detour signs will be set up to direct traffic. This work is expected to cause traffic delays and drivers are encouraged to build extra time into their plans or choose alternate routes. All area businesses will remain open and access maintained during this temporary closure.

Michael Root, Waste Reduction Coordinator 916/433-4935 March 9, 2004 CITY ANNOUNCES NEW HOUSEHOLD BATTERY RECYCLING PROGRAM The City of Sacramento's Department of Public Works' Solid Waste Division launched a new household battery recycling program beginning March 1, 2004. Members of the public can now recycle 6-volt, 9-volt, AAA, AA, C, and D batteries at Sacramento collection sites. The batteries will be recycled and used to manufacture other products. Collection sites include:
Americans purchase approximately three-billion household batteries each year, or about ten batteries per person. Although household batteries are now classified as a universal waste, rather than hazardous waste, they do contain metals that are potentially toxic, including cadmium, zinc, lithium, and nickel. CITY CLOSES LANES ON 16TH STREET FROM "C" TO "G" STREETS TO CONSTRUCT CURB RAMPS; The City of Sacramento's Department of Public Works crews are constructing curb ramps on 16th Street from "C" to "G" Streets in preparation of resurfacing 16th Street. The lanes on the east and west side of 16th Streets may be closed to through traffic to allow for the concrete to set and the asphalt around the ramp to be paved. Work will take place during the weekdays from 8:30 a.m. to 4:00 p.m. Traffic impacts, including lane closures and loss of on-street parking, should be expected. Three lanes will remain open throughout the curb ramp construction. This preparation work is slated for completion by mid-spring, 2004. Michael Root, Waste Reduction Coordinator 916/433-4935 March 5, 2004 CITY PUBLISHES RECYCLING GUIDE IN THE 2004 SBC SMART YELLOW PAGES The City of Sacramento's Department of Public Works' Solid Waste Division has published a new community guide to solid waste services highlighting recycling and environmental programs in a single easy-to-use resource in the 2004 SBC Smart Yellow Pages. The new SBC Smart Yellow Pages will be distributed to all City of Sacramento residents beginning March, 2004. The City of Sacramento's Department of Public Works' Solid Waste Division, in conjunction with SBC, designed the new, comprehensive guide to make it easier to educate and inform community members about garden refuse and street sweeping services, residential trash and recycling, recycling household hazardous waste, neighborhood clean-up, illegal dumping, and used oil and filter recycling. Jon Souza, Waste Reduction Coordinator, 916/433-4937 March 4, 2004 CITY KICKS OFF TELEPHONE BOOK RECYCLING CONTEST TO HELP LOCAL SCHOOLS RAISE MONEY The City of Sacramento's Department of Public Works' Solid Waste Division, the Sacramento City Unified School District, the Sacramento Recycling and Transfer Station, and SBC kicked-off a month-long recycling contest today at last year's winning school, Genevieve F. Didion Elementary. This month-long campaign will utilize participating schools as central locations for recycling outdated phone directories. The Sacramento Recycling and Transfer Station will pay schools $.25 per phone directory collected, up to $1,000 to each participating school. Community members are encouraged to help transform outdated phone directories into valuable assets for local schools. Participating schools will be collecting phone directories through April 1st. "We estimate that there are over a million yellow and white page phone directories in the greater Sacramento Area. This contest is a fabulous way for the City and local businesses to teach children the importance of recycling and that it can also be a fun and rewarding activity," said Harold Duffey, City of Sacramento's Department of Public Works' Integrated Waste General Manager. Jon Souza, Waste Reduction Coordinator, 916/433-4937 March 1, 2004 SCHOOLS RECYCLE OLD TELEPHONE BOOKS FOR MONEY The City of Sacramento's Department of Public Works' Solid Waste Division, in partnership with SBC Yellow Pages and BLT Recycling Station, will sponsor a telephone book recycling contest for schools to raise money. For every old telephone book donated, the participating school will receive 25 cents, up to a $1,000. The school that collects the most phone books will also receive a pizza party. Last year's winner, Genevieve F. Didion Elementary School, will host the kick off of the month-long contest on Thursday, March 4th at 9 a.m. The event is hosted by the City of Sacramento's Department of Public Works' Solid Waste Division, Sacramento City Unified School District, BLT Recycling Station, and SBC Smart Yellow Pages. FEBRUARY 18, 2004 STRETCH OF RALEY BOULEVARD CLOSED THIS MORNING DUE TO FLOODING The City of Sacramento's Department of Public Works announced today that its crews closed Raley Boulevard between Ascot Avenue and Santa Ana Boulevard at approximately 3:30 a.m. due to localized flooding. Crews are monitoring the situation regularly. Public Works will reopen the road as soon as the waters recede and the area is safe for vehicle traffic. A detour marked with signs has been set up for drivers approaching the area. Area businesses are still open and accessible.. During this temporary closure, drivers are asked to use alternative routes and to expect delays.
Jamille Moens, Animal Care Services Administrative Officer, 916/264-6719 FEBRUARY 17, 2004 SACRAMENTO'S ANIMAL CARE SERVICES WAIVES LATE FEES ON DOG LICENSES AND OFFERS FREE RABIES VACCINATIONS During the month of March, the City of Sacramento's Department of Public Works' Animal Care Services is waiving all late fees on dog licenses, and offering free rabies vaccinations as part of a licensing and microchip package. All dogs over four months of age living in the City of Sacramento are required to have and wear a dog license tag. A one-year license for a spayed/neutered dog is $12. During March, customers with an expired license or who have never licensed their dog can save up to $20 in late fees during the amnesty period. City of Sacramento residents may also take advantage of a special during the month of March and receive a one-year license, a rabies vaccination and a microchip for their dogs for only $32. The $32 price is for a spayed/neutered dog. Unaltered dogs will be charged an additional $24 and three-year licenses are also available for an additional fee. Animal Care Services is also offering a rabies vaccination and microchip for only $20 for cats. Cat licensing is optional, though highly recommended. A license is proof of rabies vaccination. This is important because Sacramento is a rabies endemic area. Most importantly, animals that are brought into the shelter wearing a current license are almost always reunited with their owners. To take advantage of the microchip, rabies vaccination and license package deal, bring your cat and/or dog to the Animal Care Services Center located at 2127 Front Street on Wednesdays from 10:00 a.m. to 6:00 p.m. or on Saturdays from 10 a.m. to 4:00 p.m. during the month of March. Amy Williams, Media & Communications Specialist, (916) 808-7523 FEBRUARY 4, 2004 CITY BEGINS CONSTRUCTION ON ROUNDABOUT AT WINDBRIDGE AND RUSH RIVER DRIVES The City of Sacramento's Department of Public Works has begun work on the construction of a roundabout at Windbridge and Rush River Drives. Work will take place from 7:30 a.m. to 4:30 p.m. on weekdays. Bus, vehicular, and pedestrian access will be maintained, and all businesses will remain open and accessible throughout this project. This work is expected to cause traffic delays and drivers are encouraged to build extra time into their plans or choose alternate routes. This project is slated for completion by spring, 2004, and the construction cost is approximately $200,000. The roundabout will increase safety and improve neighborhood aesthetics, while providing a beneficial, innovative traffic amenity. A roundabout is a circular intersection at which all traffic moves counterclockwise, always to the right of a central island.
