The Neighborhood Services Department staff members are dedicated to helping you. Like you, we are members of the Sacramento community and are always looking for ways to make Sacramento the most livable city in America! Director & Manager
Vincene Jones Director Although a long time resident of Sacramento, Vincene was born and raised in Washington, D. C. and received a B.S. degree from Virginia Union University. Vincene is no stranger to City Hall or the Sacramento community. Prior to coming to Neighborhood Services, she served as the Chief of Staff to Mayor Heather Fargo and has worked in various positions in the offices of the Mayor and City Council for 17 years.		Derrick Lim Manager Derrick has nearly 20 years of experience in public service. He draws inspiration from the community and volunteers. An occasional essayist and aspiring brewer, Derrick enjoys food and hiking.
Administrative Staff
Esther Sato Secretary Esther first started with the City in the Parks & Recreation Department and has been with the Neighborhood Services Department since its inception in 1993. Esther enjoys being able to network with fellow city employees, individuals from the community, and different organizations and businesses to help resolve issues.		Yvonne Riedlinger Program Analyst Yvonne was born and raised in Sacramento. She has worked for the City of Sacramento since 1976, starting in the Parks and Recreation Department. Yvonne takes pleasure in new challenges and solving problems. She also enjoys food and watching television.
Neighborhood Resource Coordinators
Mariano Jauco Neighborhood Resources Coordinator CD 4 and CD 7 Mariano moved to Sacramento from the Bay Area. His career has evolved from technical quality assurance to public service. Mariano has worked with innovative organizations on urban housing, economic development and neighborhood revitalization efforts. His passion is to provide outreach and support to disenfranchised communities. Mariano enjoys hiking, theatre, music and is recently married.		Janine Martindale Neighborhood Resources Coordinator CD 1 and CD 3 Janine has been with the City since 2001 and is new to Neighborhood Services. She received her Bachelors degree from Sacramento State. Born and raised in Sacramento, she enjoys working with the neighbors of our great city. Janine and her husband like to relax at home with their two cats.
Khaalid Muttaqi Neighborhood Resources Coordinator CD 8 Khaalid received his Bachelors degree at Cal-Berkeley and has over ten years of experience in public service. He likes interacting with community leaders and having a positive impact in the neighborhoods. Khaalid is married with three children and enjoys playing basketball and being creative.		Sergey Terebkov Neighborhood Resources Coordinator CD 2 and CD 6 Sergey has nine years experience working for local government agencies. He strongly values diversity and democracy. He is committed to assisting individuals and organizations in the City of Sacramento in an effort to strengthen neighborhoods and facilitate public involvement in local government. Sergey likes food and social networking.
Kris Wimberly Neighborhood Resources Coordinator CD 1 and CD 5 Kris has worked in Neighborhood Services for the last six years but started with the Department of Parks & Recreation in 1994. She enjoys the problem-solving values and community capacity building concept of the Department. Kris is energized by her interaction with Sacramento residents and new challenges presented each day.
